In my head canon (which may soon get published to Fimfiction and DA), there are four Celestias:
1) Celestia I of the Crystal Empire, the first alicorn and the first monarch of the fully unified Crystal Empire,
2) Celestia II and I of the Crystal Empire and Equestria, who liberated the Principality of Equestria from Nightmare Moon's clutches and founded the Republic of Equestria,
3) Celestia III and II, who expanded Ponyville's urban sprawl with Granny Smith and the Apples, and
4) Celestia IV and III, the regnant, who purged Nightmare Moon's 1,000-year-old spirit from her sister using the Elements of Harmony, winning a civil war, that killed most of Celestia's and Luna's family, against Nightmare Moon's followers.
