These character illos appeared in Dungeon Magazine #103, back in October 2003. It was used for an article called "Unusual Suspects" all about hacker characters for the d20 Modern RPG.

how do you develop such control over the pen, im having some control problems with my tablet, any suggestions

The line work is actually done traditionally with pencil or pen and ink and then scanned in to the computer. The colouring is also done quite a bit larger than the jpeg sample posted here. That way the printed or online versions look cleaner and more detailed.
