Rouge managed to ambush Eggman during his search for a chaos emerald deep in the ocean. It seems that she managed to force eject him out of his submersible and decided to tease him a little, tying him to a pole and dangling the emerald which she managed to get herself in front of him. Don't worry, she's not going to leave him here to drown, after all, she's a thief, not a monster. She managed to snatch some devices from him which will help both of them get to the surface without giving the doctor the opportunity to take the emerald from her.
