Just a reference table I made to detail how I see the organization of Team rocket.The top row is the 'field agent' category and has a strict hierarchy. The bottom row is the lab side of operations, with both the scientists and the technicians answering the project directors.
The Pokémon represent how many Pokémon they may have and what kinds. The trainers further up the chain can have access to the Pokémon of the province rank plus what is available to their rank.
