Jimmy is just very young, and he's not interested in roughhousing with the older boys, simply because he dislikes pain. We also don't know much about his parents and how they treat him.
I can't disprove the girlish behaviour, it's there, but after a few seasons I believe Jimmy is mainly using it as an cover.
