This is Toby, Zaci's adoptive father, originally introduced in Rue's Backstory and subsequently elaborated on in Zaci and Mabel's story.

Fiercely protective of those he loved, Toby was known for his kindness and his love of teaching. Unfortunately, by the time Toby and his wife, Neema, were able to adopt Zaci, Zaci had already joined Team Rocket in desperation to break free from the cycle of constant abuse he experienced at the orphanage. However, while Zaci was with them, they taught him how to cope with the trauma he’d been struggling with, leading Zaci to eventually be able to do the same for Rue.

Toby, as well as Neema, would meet a tragic end, though, when Zaci was pursued by Team Rocket. Toby fearlessly stood up to the men who were trying to take Zaci from them, dying to a bullet just before his wife met the same fate, forcing Zaci back into Team Rocket until Alex helped him escape for Mabel for a while. The three scars on Zaci’s right cheek serve as a reminder of this day. Zaci never forgave himself.
