Nightmare Moon: It's good that every foal no longer fears their old nightmares anymore. Too bad I'm their new nightmare....looks like I'm not very good at being Princess of Dreams, I will have to look for a new title.

Because Nightmare Night festival. That festival was created to show enormity of the Nightmare Moon. Nightmare Moon is a real nightmare that exit on the world. She was real not just tale. That make everypony feared her more than any evil.
And this Nightmare Moon. She is the same Nightmare Moon who rampage in 1,000 years ago. The same pony who Fight against Element of Hamony and try to made eternal night. she was not reborn with the memories lost (like fiction name "Past Sin") or were Cleansed by Elememnt Of Hamony. She really be herself. That made her identity is hard to be acceptable than Princess Luna.
And last. All adults pony like to use the name of Nightmare Moon to threatened all children, to made children feared and did what adult want them to do. like
If you aren't a good kid, Nightmare Moon will come and take you to hell.
If you don't eat carrot, Nightmare Moon will come and ate the liver.
That why Nightmare Moon has a difficult to recovery her reputation and trust again. Her identity is harder to be acceptable more than Princess Luna.
