A Celestialism is a a form of theocratic government where the laws are made according to the mysterious and ancient religion called, "Celestialism". Ancient tomes and texts say that a traditional Celestialism that follows from an "Early Celestialism" must peacefully assimilate another sizable population that is culturally different from them. Then, both names shall be merged to form one, and both people will rule over the land under a "true and finite Celestialism". For those few that were able to carry out this tradition and become one with another culture of decent size, they were found to have great prosperity and success. The Ra-Kitars are just such a case, as they have remained a stable and successful Celestialism for many centuries now in the Liria Region.
The next step for them is to form a Celestial Kingdom, a task that is by no means easy.
