Tartary was a blanket term made in Europe to represent area encompassing most of Central Asia, Mongolia, and northern China, with "Tartary" coming from the Tartar people. In conspiracy theories, Tartary is believed to be a super Russian civilization that invented all great architecture, and that buildings such as the White House or London Tower were stolen from the Tartarian Empire during WW1, and that's why Modernist architecure apparently sucks, because it wasn't made by Tartary.
