Ok, so, what's going on with that scene? Well...
After Fenris find mabari in front of his doorsteps he took him to inside of his mansion. Haps (it's dog's name) was in so bad shape, that elf decide to get some help from Anders (Oh, believe me, Fenris was so upset because of that ). Let mi remind, that was night, so Anders simply was sleeping and first he doesn't even now that someone is knocking repeatedly. Eventually he woke up. Meantime Fenris lost his patiences just used his power of lyrium to destroy door. Anders - being still kinda sleepy - was sure, that Templars finally find him so he act intuitively by casting spell for intruder.
He missed coz Fenris had (for his luck) a good reflex... and that's that scene That's why Anders looks kinda angry (oh, c'mon, who like to be waken up in that way? ), that's why frostbolt shows up and thats why lyrium under elf's flesh is glowing They don't actually fight Ha! Got ya!

Oh! Yeah, Anders was sleeping with his normal outfit I was lazy and just decide to train a little with his clothes (that's why I don't picture him in his pajamas )
