Hmtkat (Hmtkatt) - territorial organizations that were jointly formed by the state elite and the most influential aristocrats of Vurkhvoine. These state formations have broad autonomy, but in fact they can carry out part of their external political actions with the permission of the supreme authority and the clergy. These formations are essentially puppet military states and they exist only so that the government can carry out military campaigns without expending the main army, but using the one that the Hmtkatts have. Also, over time, these formations can be used as a defense zone between the conditional “owner state” and the “enemy state.”

Hmtkatt is headed by the “Cathedral of Vurkhvoine”, which in turn is headed by the “Cathedral of Priests”.
