It's moon (where the guy is sitting) is the setting of the story, although some part of the story also happens in the planet.

The massive monolithic structure shown (as with this image [link] ) has a significant role in the story as it progresses.
Its so massive that it protrudes in the outer atmosphere of the planet and can sometimes cause some electromagnetic storm in the planet's equator. Scientists has theorized that some eons ago, its capable of ejecting massive amounts of energy, probably in the line of gamma ray bursts, although there is not enough evidence to prove it.

Mankind has traveled to this distant planetary system to seek refuge due to the catastrophic events in 1999 to 2011/2012.
