Has the thing in the middle - "samovar" made you no impression? I don't think that British use anything like that to make tea.
That's what I think spoils the British atmosphere in the picture.

the atmosphere is really old fashion due to the tone of the picture, it reminds me a scene from "tea in the english garden", thats why i made the connection. You are right for example the way they were dress is more russian than british. But you now what , i really like this photo as it is.
