I made my own theory.

Celestia's flowing mane is the magical residual effect of using all elements of harmony at once.
There has to be some sort of side effect to singlehandedly bearing the most powerful magic known to ponydom, right?
Luna's hair becomes flowy because she's the one that gets blasted by it.
The reason it doesn't effect the mane 6 is because it's spread out across 6 ponies.
