This is a truly unique design idea, Wen! You have elements of kites, ribbons, leaves, wind chimes, the actual wind (at least from what I see...) - all thrown together in a way that suggests a dragon! Too cool!

His face reminds me a little bit of Bahamut from the Advecnt Children movie. Everything else is fine, I like the... ermh.. papalote XDD (sorry, spanish word XD) used as a tail.

The skeletal design goes GREAT with the flesh, but you might have made the wind easier to identify. It took me forever to figure out it was wings.

I like the incorporation of the kites. It really adds to the "wind" spirit feeling. I always struggle with trying to depict a wind elemental, but that works really well. I like the colours too! <3 Awesome as always D:
