A rake of eight carriages to be pulled by a WWR covered locomotive. But where? I am thinking Argentina or Mexico or Peru as the three top options.

The International side of WWR is called KIRA, or King International Railway Association. They plan to have railways on all six continents, and so far they have them on four of them.

I am sure some background story can be thought of as well.
