The NM stands for normal, while OW stands for Otherworld

The normal Luigi arrived after King Star stole the Mushroom Kingdom, originally welcomed by Mario (King Star), however he refused to support his tyranny, and was exiled from the kingdom. Due to him and King Star being related, those opposing the King didn't trust him, just as Luigi doesn't trust those who support him. Although he later finds allies and clears his name.
His most notable ally is Cappy, who has a grudge against the King, for he threatens the Cap Kingdom with invasion.

The Otherworld version of Luigi as well as Mario, Peach, etc. fight against King Star to try and prevent him from taking over, however it may prove quite difficult due to him being a superior version of the original Mario.

MISC INFO:

The NORMAL version's apparel consists of a black eye mask, a green bandana, white gloves, brown shoes, black pants with green stripes, a breasted shirt that wraps onto his left side, and Cappy in the form of his signature green hat, while the OTHERWORLD version's outfit is unchanged
Other than the mask and bandana, his outfit was given to him by the King before the events leading up to his exile
His mask and bandana were provided by the group Luigi joins in his efforts to defeat the King

Because of Cappy, Luigi can capture things like one would in Mario Odyssey

The NORMAL version goes by Mr. L, a name usually associated with evil in the franchise, however that ISN'T the case this time

The NORMAL version gained the thunderhand after an expedition at the Beanbean Kingdom, he has honed his skills enough to create weapons out of lightning, so he no longer has a need to carry weapons around

The NORMAL version was just regular Luigi before arriving in the Mushroom Kingdom
