No your eyes are not deceiving you! The bottom lights actually are red instead of green! Not just any red though, they're flashing red! The top two lights are normal though, this is basically Red, Yellow, Flashing Red. All the other traffic signals at this intersection are normal garden-variety traffic signals! There's another intersection like this also in Tucson that I know of, it's on Mission and Silverlake Roads and is at this Quik Mart convenience store. There's also Irvington Road west of Interstate 19 except the lights there are flashing yellow.

I also have it where the signals look completely blank but I don't know if you want to see that or not, I might post it if any of you want to see it.
