So, to explain who Christopher is and what he does, I'll have to explain what's happened to all the major organizations (Marines, Revolutionaries, Wold Government, Shichibukai, pirates, bounty hunters) and I'm going to have to do it at some point, so here we go.

So I imagine that Marie Jois was destroyed by Luffy and crew. The World Government is completely disbanded now and the Marines are independent of their control. Sakazuki died, because that feels right to me, and Fujitora took control afterwards. Now, their primary goal is keeping people stay safe rather than just doing the bidding for a bunch of people who think they're better than everyone. They're less corrupt than they used to be, but nothing's perfect. The Shichibukai don't exist anymore. Admirals do. Pirating itself is still illegal, but Marines are directed to not waste resources chasing pirates who aren't causing trouble. Same with the Revolutionaries.

Bounty Hunters have a more organized approach, like a guild-type thing. They're a more respected profession and you have to have a license to do that type of work. There's centers around with bounty information and locations of wanted people.

The Revolutionary Army still exists, but more as a infrastructure-reinforcing group. There were a lot of countries that lost their direction without the Celestial Dragons to direct them, so they've been helping countries set up their own governments, laws, and rules.

So, Sabo took over the RA from Dragon and Christopher is second-in-command. He's calm and has a big-brotherly personality. He's jolly and patient and quiet. He's got good relations with people and knows how to communicate. He's responsible and likeable. His younger brother, Nicholas, is none of these things and hasn't gotten up very high rank-wise and he's super jealous.
