There is no one way to draw Sonic characters, you can totally draw your own version!
But for the canon artstyle, it's the same way as drawing a character like Mickey Mouse or Felix the cat.
The head is a perfect ball, the body is bean shapped, normally there is no neck but I always like to draw one, the legs and arms are noodles (think about those old cartoons from the 20's) and the feet and hands are huge (for example sonic have thin legs but huge feets but it's those huge feet than makes him look stronger).
There is a lot of cool tutos on Internet that show you how to draw sonic characters, take a look!
