This scene is from Superboy and the Legion of Superheroes #240 (1978). In this issue the villainous Grimbor the Chainsman captures five members of the Legion of Superheroes, namely Superboy, Sun Boy, Phantom Girl, Colossal Boy and Cosmic Boy. Grimbor's gimmick is that he can create restraints tailored to hold anybody, regardless of their powers or abilities. For a superhero team as big and diverse as the Legion, that makes him quite a threat.
But Isa is quite right. The Legion of Superheroes are not so easily beaten...
