Well, If I could control law, I would attempt to restrict any forms of reproduction between human and furry (Meaning no attempted sex between the races), as there are possibilities of multiple infections and viruses between the 2.
As "furry" is a new lifeform, it has new DNA, and with new DNA, there is new Bacteria that Human immune systems have not yet experienced.
Until those infections and viruses have cures and vaccines, I would restrict Inter-racial sex between Humans and Furries (As well as Inner furry species such as Cat and Dog, Dragon and Bird, etc.)
As for rights, they can have those rights, however, some changes may need to be made about those rights to accommodate for such a thing as a "Furry" lifeform, such as food production and the requirement to keep Carnivorous Furries away from Herbivorous Furries, as to avoid any attempted "Cannibalism" (Even though they are completely different species.)
