It's been a long road, getting from there to here.It's been a long time, but my time is finally near.

Software used is Magic Set Editor, modified by me, set to Series 8.
The card is depicted with the rarity it was first released worldwidely.

27 not released (counting regular #5), 19 without identities (24, 26, 27, 29, 41, 45, 51, 59, 60, 67, 68, 71, 75, 76, 78, 89, 90, 97, 98). Screw Pokemon Gen I, YGO is the king of Missing Numbers.

Yeah, but the blanks are slowly filling in. Now even slower than in the last two years since ZEXAL manga ended as well, but maybe whoever is in charge of designing OCG cards will decide to import some more from the anime of the manga in the future, or better, design new CG-original Numbers.
Possibly the original "1 through 4" ones, and maybe even the "1000" ones, if the Boss Duel version of Donny K.'s deck was really foreshadowing an official release. I'm reserving the white slot for this reason.

IDK. Personally, I feel like releasing the "fake" 1-4 makes more sense since the "original" 1-4 are just four versions of the same *bleep* monster. This is partly why I want them to release an Xyz-based Structure Deck in the same vein as HERO'S Strike and Synchron Extreme: Being Xyz-based and themed after important ZEXAL cards (like the former two for GX and 5Ds), it's a perfect opportunity to either import manga/anime Numbers OR fill in the blanks with entirely new Numbers like they did with 18, 36, and 81 (among others).

I'm honestly surprised that they actually made Number F0 an official Rank Zero (I know its effect treats it as a Rank 1, but still...). I was expecting them to either make it Rank 1 (cause you know... close enough ), or to just exclude it from the OCG/TCG entirely.

They've already done the other Shining No.s too, so yeah, undoubtedly.
If I'm gonna be totally honest though, what really surprises me is that Odd-Eyes Rebellion Dragon stayed a Pendulum Xyz for the TCG; I was almost certain that they would do like they did with the Dark Synchros, and retool it as a regular Xyz monster.

The funny thing is, early into Arc-V, when Masumi, Yaiba, and Hokuto were first introduced, I had actually theorized about the possibility of there being a Pendulum/Fusion, /Synchro, and /Xyz later in the series, but then laughed at the idea, thinking it couldn't actually be done (esp not in the official TCG)..... And then Odd-Eyes Rebellion Dragon comes by and proves my initial theory right XD!
....I would say that an official Rank 13 doesn't sound like a possibility, but then again... Rank 0 and Pendulum/Xyz could be done, so.... why not XP?

I mean, they rebalanced the effects of Don Thousand's cards and made them into Duel Boss cards, so maybe later on they plan to released them (sure there is the 5000 ATK rule, but maybe the No.1000s will have something that says "This card's ATK becomes 10000(0) while on the field", just like they did "Chaos Phantom Demon Armityle")
