Yes,I did this with GIMP 2.6 and a mouse.And with glow,make a new layer above the one you want to glow.Choose your color and draw around the object with the paintbrush(it's okay if it get's on the object you can fix that) Move the paint outline layer under the object layer.Choose filters,blur,gaussian blur,and blur it at around 6.You are done! (P.S. if you want it to glow a bit less use your eraser at around 25% opacity and click the glow layer once or twice)
