Weather data source: Weather.com APIAvailable in : English, French, German, Spanish, Italian, Portuguese, Russian
Features:
• Displays the current weather conditions.
• Displays high and low temperatures.
• Displays the chance of precipitation (in %) for Today / Tonight.
• Two Background variants: glass and transparent
• Place the cursor over the weather icon for details.
• You can change the skin size.

Go to Documents \ Rainmeter \ Skins \ SUPERClockV3 \ Resources, open the Variables.inc file and edit:

Yes, it's possible.
Here are the steps to follow:
1.Right-click on the skin and choose Edit skin.
2.In the Measures section, add TimeZone=+1 at the end of each of the following measures:
[MeasureTime], [MeasureAmPm], [MeasureDate], [msHour], [msMinute], [msSecond].
3. Save and close the file.
4. Refresh skin.
