I can't look at this in it's full view. So, I'm gonna use my imagination to what I think it is...
It reminds me somewhat of Stonehenge on the outer ring.
In the center it looks like there's a GIANT hand protruding from the earth, with something standing on end in the palm said hand.
That's probably way off...but whatever. You're pic is really neat...and I wish I could see it's full size.
