A cracked windsheild can still be usable. a shattered one cannot. A car with a broken AC unit can still be used. One that has been totaled cannot. A short in a wire while annoying can still be used, a smashed electronics device cannot.

But there are different levels of broken, hairline fracture, fractured, compound fracture, shattered. Those are different levels of a broken bone. Depending on how bad abreak is dertermines the level of usability. Cast, crutches, wheel chair...

I have a counter-argument to that but for some reason I can't put it into words. I still feel that broken is broken, even if its only one part.

the bulb's exposed to the elements now. errant pebble coming in from the car in front could easily obliterate the thin glass of the bulb and bust the fillament.

That' still adding in additional parameters. If the car never goes on the road or the owner tapes a plastic bag over it it would negate the rock damage or lessen it. Without outside parameters there's no reason for a bulb to last shorter. So there are still different levels of broken.

That's rather irrealivant, could have been a tree branch or smeone was malicious with a hammer or a baseball bat, or someone could have backed up into them the pointt is the headlight works despite being broken. As opposed to being broken to the point of not working. Indicating different levels of broken.

A tree branch, a hammer, a baseball bat, a traffic accident... an outside force which brought it to this level you keep mentioning, and vunerable to what I mentioned. Not exactly irrelevant, hmm?
Something broke her before, getting back to the subject of this debate, or as you put it, shattered. One level of broke, no matter how you look at it, is still considered, for all intents and purposes, BROKE.

Completely irrelevent. Because you have no way of confirming if any of those mentioned will occur again because those are not common everyday occurances.
But there are different levels of broke even if you are incapable of understanding. Look at pinkie pie. even when she's normal I wouldn't call her mentally stable. Then you have party of one where she went from cracked to fractured. She snapped to the point of manifest schizophrenia. A trait that she does not normally display. Then you have Cupcakes where she completely snaps. In the previous two states she's not homicidal, sadistic or tortuorous.
Cracked, fractured, Shattered.
Different levels of broken. Different levels of functionality, Completely different scenerios. Regardless of your narrow veiw of "Broken is broken". because its not. There are different types of broken. regardles sof what you think.
