Effect:
During either player's turn, if you control "Altair", you can activate "RE:C Cosmos Movement" Spells/Traps from your hand. If you do not control "Altair": You can discard 1 card, and if you do, Special Summon 1 "RE:C" monster from your Deck, but it cannot attack this turn. You can add 1 "RE:C Cosmos Movement" Spell/Trap from your Deck to your hand. You can only use this effect of "Holopsicon" once per turn. While this card is in your GY: You can discard 1 "RE:C" monster from your hand; add this card to your hand.
