Captain Devious it is then! (Just added him to 'Favorite cartoon character' in my Devious Information)
The CD initials look a bit out of place on his forehead IMHO. I think it would look better on his belt and gloves like you did with the Deviant Ranger.
As for names for villains:
- The Plug - plugs the flow of the collective rectum
- Eraserhead - erases deviations
- The Ripper - rips people's work (in various ways)
- The L33t Sux0r - a bit of a wimpy villain, more like nuisance
- Doctor Endoscopi - the #1 enemy of
