Oh! I can answer this, I think. It was a theft from the bank of currency exchange (or whatever they call the bank that stores foreign currencies for travelers). They figure if they steal USD in London, then they can just escape the country and go to America, where the robbery won't be as high profile. Pretty smart, I think.
