My submission for the contest hosted by !This fits the theme because Mew has the genes of all Pokemon, therefore, in a way "rules" all Pokemon.
Maybe I should have done Arceus...
Originally, I was going to make Mew hold a Tyranitar PokeDoll (Mew's favorite Pokemon according to PokePark Wii), and have PokeDolls in the background...
