First off, just wanna let you know that I didn't mind the wait at all, especially after seeing the amazing work you pulled off on this piece! JUST AAAAHAHHAFKDSSDGHE'SLOOKSOBEAUTIFUL. ;A;
There's so much I want pick at and praise one-by-one, like the FEATHERS, especially on his neck! I love looking at those little tatters and the copper/blue-green and feathers/fur transitions! His face is perfect, the expressions definitely make him the sly devil he is, and you even added those bitty teeth! His wings are fabulous and his right arm is worth the look too; the highlighting and shading on his scales and the feathers around the elbow!
As far as critiques go, anything I wanted to point out has already been explain in great detail by HaanPere below. I don't mind the rush myself; sometimes, you just can't help it! This makes me want to experiment with digital painting because great works like this make me melt with admiration.

There seem to be a few inconsistencies here, such as the left leg(Also the legs look an awful lot like a humanoid legs) growing what seems to be the middle of the torso, arm-length fur at the crotch-area(the character has scaled underbelly), the wing arms having multiple joints instead of one(both larger wings appear to have two sets of elbows) and the arms are different in length and proportion. The left hand also seems very rushed and the wings' feathers look odd -they look more like fur than feathers. However, you've done a great job with the rendering albeit I do wish you'd put as much effort into the detail of the torso and right upper arm as you've put into the rest of the picture.

damn..i was hoping nobody would notice! xD haha Thank you though, this was a nice crit. I noticed the hand probably first when I was drawing it then the wing proportions...but then I got lazy and just wanted to get the rest done since it was so freaking late to begin with. Though, I really did stylize the wings to look more like fur, so that actually was meant to look like that.
