He was called Splinter because the Ninja Turtles were originally playing off Dare Devil (if you read the orgin comic the man who gets hit with the mutagen before it falls to the sewer is supposed to be Matt Murdock aka Dare Devil). Dare Devil's mentor was a man name Stick, so to parody it, they called the turtle's mentor Splinter.
