No I mean the only way you can mega evolve is to have an EXTREMELY close bond with your Pokemon. So only very people can mega-evolve.

Why are there so many people in the games that evolve their Pokemon?

There's only 4 Trainers that Mega Evolve their Pokémon in XY and 11 in ORAS (8 in each game; Maxie & Courtney in OR and Archie & Matt in AS). Besides, Generation VI is the generation where the mechanic is introduced, so why not feature Mega Evolution prominently? It just shows the Trainers that Mega Evolve their Pokémon have very close bonds with their Pokémon partners.

Still don't think lion hair guy should have been able to mega evolve since he planned on killing off all the Pokemon

Irrelevant. He shared a tight bond with his Gyarados and clearly felt remorse over his decision to kill all life - human and Pokémon.
