That last panel... there's something inherently chilling about it other than just the words.
If Flowey actually knows where the plate came from (and doesn't think it was Alphys, and/or isn't about to lie to Papyrus to manipulate him, the latter of which seems very much like something he'd do and isn't necessarily mutually exclusive with him knowing about Gaster), it would probably be justified on the basis that him, possessing a notable amount of Determination, has his memories unaffected by Gaster falling into the CORE, in a similar vein to him remembering everything Frisk does.
