Technically you can. DNA survives long past the expiration of an individual, and if preserved well enough it can be replicated in a lab setting. Depending on how perfect the DNA sample is, a clone can come out looking exactly like the 'parent' or have minor differences resulting from natural mutations to the DNA brought on from age. Of course, a clone has 'aged' DNA and is often susceptible to developing age-related diseases prematurely. (Kind of explains the dust jar AU actually)
In this situation, Gaster cut bone and marrow material out of his hands to create the brothers. In reality, all he would need is one good strand of DNA isolated from a cell to make a clone, and place the dna sample into an agar with an appropriate amount of nutrients and growth serum to get the cells to start mitosis. He'd then transfer it into containers with nutrients and occasional tactical electrical stimuli to continue the reproducing of stem cells which would eventually create the children.
