Gaster always dressed and undressed them so they're used to people taking their gowns on and off. Sans in particular since he spent a lot more time in and out of the tube than Papyrus did.

I guess this wouldn't be the equivalent of the children they find in the jungles that have no exposure to language and then can't learn it all that well. They have a language, it's just unique to them. And according the Noam Chomsky, if you know at least one language, you should have the basic tenets needed for all others.
Now we just have to find out how they end up in Snowdin and refuse to tell anyone where they're from. Is the Underground big enough for word not to get out that Asgore has . . . erm, houseguests? Or do they have another major memory lapse and Sans turns back to instinctually not trusting anyone because of sustained trauma?
