After hearing from Papyrus what happened last time, Sans gathers up the energy for one last try. He asked him about whether or not he had a choice a long long time ago , and Gaster didn't answer. Now here we are!
A far cry from how debates with Sans used to go . I wonder if Gaster's going to make a decision soon.

His doubts are the manifestation of his weakness, not his currents choices
We may say he's not strong enough to keep the experiments going while treating them slightly better( and explaining them the purpose of his doing and stuff...) because that would put a too big toll on his feelings but i'm pretty sure that's not what sans is refering to

He's glowing pretty bright in that panel. I'd assume with how broken his emotions already are, and how broken his second eye already is, he wouldn't be able to glow enough to light up himself, his brother, and a large area of the wall/bed.

sans is far more powerful than anyone ever gave him credit for. his stats hide his might. he may not be able to do the damage his brother can in single blows, but he manifests more attacks, more rapidly and manipulates the fabric of space at will. his power is the hidden kind.

Uhhh...? We all know Sans is a powerful character, but Sans is young in this one. He has no idea how to do any of that stuff.
You just told us stuff we already know. Yes, he has more attacks in his attack box. Yes, he can hit you quickly. That's KR and INV skip. Which he doesn't have yet??
No, he cannot 'manipulate the fabric of space and time at will'. Only Flowey and The Player can do that. Or, Frisk, if you really wanna put it that way. Sans is just a normal character who doesn't tell you why or when he's going out, he just goes out.

i'm saying that the glow is brighter because sans is stronger than people think, and i gave examples of that.
and yes, sans can manipulate time-space, as shown by teleporting himself and you around, walking through a wall and being able to tell everything you've done even in scenes he's not present for.

Sans isn't stronger than people think, he just gives it his all.
1. Sans teleporting is just his magic. Which he doesn't have here.
I will, however, say he can pause time.
2. He follows you throughout the whole game and also tells things by your facial expressions.
