Well for starters a soothe bell a personality altering drug (think about it) and giving it to a sentient being like axis is kind of like mind control, or like being a zombie but being able to see what you do and think like yourself. What if axis escaped, he would be a sitting duck to predators, and poachers because he would be so mellow. Plus why would Alex give him one knowing full well that he wouldn't be the same pikachu a captured, Jewel likes Axis because of him and his personality, Alex might have ruined Axis' chance with Jewel. There will be serious negative effects in battle, and I'm sure that if I had more time I could think of more reasons.

yes to the first thing, but you can't deny the negative effects of it while in use. And to the second thing, that may be true about jewel, and maybe axis would be more willing to date her because of it, but that may not be true with other pokemon relationships, what if Dianna was holding it, what would torch think
