Description

A Sky Pass is a special card that only certain citizens can acquire.
It allows a citizen from any city to travel to any other city in the sky.
If you don’t have a pass, you will either be sent home or to the Below.
The only way to get a Sky Pass is to convince the Council of Rulers that you need to go to another city.
Whole-Losses are given this pass once they become a Whole-Loss so that they may enter Oxymond (if they aren’t already there).
