At a low rent bar in an otherwise pleasant town, a man was slouching down at his seat, drinking and watching a football game on TV. He was wearing a wrinkled up dress shirt, dark pants, and a ripped up tie.
βDamn, itβs already 1 in the morning,β the man mumbled, as he looked at his watch. He had been at the bar since it opened at noon, trying to forget what happened last night. What happened last night was something that shouldnβt have happened, but he did nothing to stop it.
βHey there, buddy,β a happy voice called from the other end of the bar, preventing the man from going further into his thoughts. The voice came from a man with a purple jacket and blue jeans, with a large smile on his face that accentuated his gold tooth. When the man at the bar saw him, he grunted and turned away from him.

Well Schadenfreude is based on Bizarro as you mentioned, and I can see the Spider Man Scorpion in there as well, though I hadn't thought of it until just now.
Ilsa Hauppman was originally a lot of composites including the Red Skull, Ilsa the She Wolf of the SS, Bane and later the Abomination.
The Warlord was a lot of Anton Vanko mixed with Psycho Mantis and later the White Queen and Shadow King of X-men fame.
The Iron Chancellor is like and evil Reed Richards, but I always loved the "brain in a jar" trope.
Koschei the Deathless and Baba Yaga are both figures that play prominently in Russian folklore.

I already knew of Baba Yaga but I never knew Koschei was someone that featured in Russian folklore. I could see why Ilsa was partially based on the Red Skull and Ilsa the She Wolf of the SS, but what aspects of Bane and Abomination did you use for her? The fact that Ilsa's a very cunning and dangerous enemy?
Speaking of the Red Skull, the Iron Chancellor to some extent reminds me of another Captain America villain: Arnim Zola. The fact that The Iron Chancellor is essentially a brain in a jar, I feel, also just makes him all the more creepy.
I myself have also used two supervillains as inspiration as well.

Well early on, Ilsa had to inhale a gas to enhance her physical powers and wore a gas mask to do so, much like Bane injected himself with Venom. Later, when she made a deal with a demoness she become a hulking behemoth and had to use her own scientific skills to be able to transform back and forth.

She's come close a number of times, but hasn't quite finished her opponent just yet. In fact, Walkiria, SSW's wife essentially did that to Ilsa in a twist of fate. She was wheelchair bound for some time until Mr. Black helped her regain her mobility.
