In response to your comment to me on peta2's page ("So only cute animals shouldn't be tested on?"), that's not what I was getting at. Dogs are useful, likable animals. Rats spread plagues, infest homes, and have apparently been known to kill babies. They also have a disturbing amount of genes identical to ours, making them excellent test subjects.
