That's really strange :s you definitely don't need to be a core member to submit art. Your best bet would be to contact the help desk and submit a ticket. Once you do, you can keep an eye on your submitted tickets here and a moderator will get back to you soon. Just explain to them what's going on and provide a screenshot of what you're seeing if you can so they can help fix the issue for you. I hope it gets resolved for your quickly!
