well to be honish i think neck tattoos are a very tuchy area i find it depends on the waight of the person pain lvls and what they want to do for a living. the reason i say waight is besause if the person is chubby then the tatto will need to be bigger to stand out and make a bigger defornition, and then you have to take into consideration, if the person is a yo yo dietar, because the neck is one of the parts of the bodey that can streach the skin in waight lose and gain so thats a thing that gets over looked a lot lol
i know it probbal looks like i am waying up a lot of posabilitys but l use to want to be a tattoo artist and these are some of the things tattoo artist told me lol

i have a veerrrryyyy high tolerance to pain so that shouldn't be a problem, i'm a little over wieght but then again im mainly irish and my frame is large anyways and im almost 5'6 in hieght.
im not a yo yo dieter i mainly stay the same size i'm about 250 now but i played a lot of tennis and it is mostly muscle though not all lol.
where do you think it should be.

i recomend the hip reason for this is because ir bone is there so the skin dont tend to streach as much and the top of ur pubic bone the reason for this is because there is a lot of flesh thire so it wont hurt as much
