Yes,the yellow zone would be an issue too... especially Rio... it tends to be a powder keg of Nod supported insurection.

As unfortunate it seems, GDI cannot take care of security and efficiently supply for all of the Blue and Yellow Zones. That's where Nod gets most of their strength. People in the Yellow Zones look to Nod for protection and sanctuary against the harsh environment, mutants, and any raider groups that exist. It was even stated in the GDI campaign of Command and Conquer 3 Tiberium Wars that when the alien faction Scrin attacked the Yellow Zones Nod was unable to mount a defense which lead the people to blame GDI for not protecting the land they retook from Nod.

This indeed is true, but just prior to the construction of the TCN, most of the worlds yellow zones were reduced to poisoned red zones, which destroyed most of Nods recruitment base. Kane lost most of his resources and production capability. Thats ultimately why he ended up allying himself with GDI, as they were in control of what remained of the blue and yellow zones and they're fleeting resources.
