I only Use Paint tool SAI. Sometimes also a bit Photoshop Elements.

It's pretty good, it's similar to the regular photoshop but easier to understand. (For me that is)
And if you download Brushes you can add all kinds of cool special effects such as clouds or lightning.

Ah I have a special brand of brushes I got from my teacher one of them is fricking GOD TEAR when you get a chance look up linda smudge brush its amazing.
