what is the solar car project, surely thats not enough energy to power a car, is it a hybrid? Have you read about Nicola Tesla's electricity transmission, which he made a car that could drive on the transmitted electricity?

Yes. i did see this. And yes this is a hybrid. it is a Solar Electric Gas Car. Means it runs off the sun for the electrical part.
The starter. the sparks. and everything else Run on the solar. the motor. is torque only. No alternator.
