The photo represents todays modern society.
By Todd holding the sign, he conveys the fact that, Money is not the answer to everyones problems.
It would have made more sense if I had a bum hold the sign, but Change in this case, is in reference to the world changing.

In a sense, it is similar to, "Give a man a fish, he'll eat for a day, teach a man to fish, he'll eat for a lifetime."

There are many different ways to interpret this, I hope I gave you a bit more understanding.
