Hmm, in what way are they struggling? Getting watchers, finding friends with similar interests, getting attention for their art? It very much depends on what they want out of deviantart art and what they are likely to enjoy putting in to it themselves. I'm happy to talk about it though.

Hmm, well, I notice first of all, none of your art ha been added to any of the groups. Groups tend to be a bit of a dumping ground, not as much community as they should have... but it is a good way to get seen. It take work, you have to find groups that take the kind of art you make, but there are a lot of groups that take any and all forms of art, and you can search the group page for certain types, like digital art. I see you found a magi nation group, but if it's an inactive group, there are other ways to find a group of people that like the same thing. Add your art to a lot of groups, it might take time, but some people will find you. If you have trouble finding active groups that still accept art, look at the right hand of any newer deviantions that other people post. Your see a list of groups they added their art too, those are groups that are still active.
Now... how to find people with the same interests when the groups do not work.... Search Deviantart using the browse page! Make sure to look though the new and the undiscovered sections, you find the links to those on the top left side of the browse page. It can take a while to find art you are interested in, but take the time to look and you'll find new art and artists!
Comment! Faving art you like is a great way to let an artist know you like their work, but comments are something all artists love! Just look at this poll and you see that's the truth! When you have less time comments like "great work!" "really cool!" and things are fine, but if you really want to gain attention over time, you need to start conversations. Tell the artists what you like about the image, not just that you like it. If you like the story behind the image tell them that. If it's with characters you love, tell them what you like about the art, but also tell them what you like about the character too. If your hoping to make friends and meet people then look and see, do the reply to comments often? If they do then they are more likely to talk to you.
Look for artists around your skill level. This isn't to say all artists that are technically more advanced are not likely to talk to you and become your friend. However it is easier to make friends with people that are at the same place as yourself. It's also more fun, because you can help each other grow as you go. People that have less watchers and favorites are also more likely to be looking for connections too. This isn't to say they always will. Some people come here not looking to make connections, so don't take it to heart if someone seem unresponsive, they might just be shy or not be interested in gaining new connections. Once you do gain connections, keep up with them. Don't feel you have to comment on every image and journal they make, but every now and then make sure to look at their art, fav, and give meaningful comments.
Show positivity. You don't need to be super up and chipper.... but to helps not to put yourself down. It's fine to talk now and then about struggles, but too often and people will start to wander away. If you feel bad and talk about it a lot, others start to feel bad. Share your goals, ask for help with art when you need it. Most people here are more interested in art and storytelling then anything else, that isn't to say we shouldn't talk about real life, or other things unrelated, but your more likely to get others that want to talk about art, and stories. It might seem cold when people move away from others that are struggling, but it's because they are struggling too. Don't put a mask of joy over your struggling, that is not good for you and you'll meet the wrong types of people, but share your feeling honestly while also being positive. You can be down and hopeful at the same time. "I'm really down today, but I'll keep doing my best." "thank you to anyone that supports me and my work, it really helps me to keep going!" "I had a really bad day today, I'm glad I can draw, makes me feel a bit better" Injecting a small amount of positivity can really help to keep the people around that already watch, and not repel others that might be interested. It also as a bonus starts to retrain your own way of thinking, and you'll find over time you actually feel a bit more positive.
Fan art. This is a personal choice. I don't do fan art because while I have shows I like, I prefer to just create my own stories, but doing fanart allows others to see what you enjoy and you can make connections though that. You can also do fan art of popular shows and games to get more attention, some of the people that like your fanart may find they like your other art too and watch. This can be a slippery slope though, because you might find your fanart gets more attention then your original or less popular fanart... I know that bothers me, so you have to decide what matters to you most.
Share your works consistently! The more you post, the more likely you'll get attention, and people like artists that are active and have a full gallery. Plus, as you draw more your skill will improve, and that in it's self will increase people interest! Even when you feel no one is looking, keep posting, have fun drawing what you love, and in time people will come.
It takes time and effort to build up a following, it's a hard road when your first starting out. I know my first account I had only 13 watches in the end, and I had been there for years. I didn't do any of this. Once I did on my next account I got way more attention, but it took a lot of time. As my art improved over the years I didn't have to work as hard to gain followers, but it still requires work if you want active followers or want to make more meaningful connections with people you share interests with. That work never goes away, but it can be worth it. Basically, you get back what you put in. At first you put in way more then you get back, this is part of what gets people down. But if you keep at it, you'll start to get more return, and over a lot of time, you'll start to get more in return.
