Your style is really good. I like how you handle hair, and the anatomy you use. The anatomy is approaching uncanny valley, but isn't far enough down, so you hit that perfect area where it's weird... but it's also really awesome to look at.

Inkscape. I haven't used any other vectoring programs so I can't really recommend anything.

I tried inkscape, but I am stuck with some little details. like having two same overlapping and have both outer line on the background. I guess I need to learn more

Are you referring to the page "shadow"? You can disable it from document properties, under File.

It seem that Inkscape never feature what I was looking for, nor I ever find a name for it either.

Well, I gave up with inkscape a while ago now, and moved toward Illustrator since I am confident with adobe products. My party of one even been up to equestria daily. So I am super happy.
Regardless, I am far from your kind of work and you are one of the most adorable around, keep the good work.
